went to store ran card 3 times wrong pin# was 1234 changed to 0007 why will card not work? going back to see if new pin# of 0007 works

I applied for my Bridge card and received notification, dated 8/24/2012 from Oakland CO DHS Saginaw Street Dist, Pontiac MI 48342 that I was approved for food assistance, beginning and available on the 7th of every month. It is 9/10/2012 and I still haven’t received my Bridge card. I have tried to call my Specialist, Ms. T Dinkins, and all I ever get is her voice mail or her mail is full and I cannot leave a message. I am unable to reach a live person. I have no food in my possession and am waiting for my card. My case # is 101964789. Ms. Dinkins Ph # is (248)975-5285. (Good Luck) Please, please help me.
